ISLAMABAD: A critical report on general election 2013 has been issued by Election Commission that says Article 62 and 63 were not implemented in elections.
The report was prepared by a committee of 16 members under the supervision of Additional Secretary Election Commission Sher Afghan.
Although this report was prepared in December 2013 yet issued quietly after nine months.
It is confessed in the report that the implementation of Article 62 and 63 could not be implemented properly during the general elections. It also declares the overhauling of candidates as unsatisfactory. The Election Commission was given inadequate period of time due to which many candidates were cleared without plausible overhauling.
According to the report, State Bank, FBR, NADRA and NAB did not fully cooperate. The scrutiny cell of Election Commission too could not perform properly; the result management system devised with the help of UNDP was unsuccessful as well; the delay in printing, the ballot papers couldn’t be supplied to various constituencies in time.
The report says that a great number of returning officers delivered hand-made results to the Election Commission. Being faulty, the form 16 was being developed by returning officers themselves. The extra given time of one hour also created confusions
